Governor of the Ulyanovsk Region




Sergei Ivanovich Morozov was born on September 6, 1959 in Ulyanovsk.


In December 2000 he was elected for the Head of the city of Dimitrovgrad. Sergei Ivanovich Morozov is the initiator of Dimitrovgrad’s participation in regional contests “The Cultural Capital of the Volga Region” and “The Most Comfortable City in Russia”, one of the main developers of city programs in these areas. In 2003, Dimitrovgrad became the winner of the federal competition and got the title “the Cultural Capital of the Volga region in 2004”. The city was awarded with special government prizes for success in landscaping twice.


In December 2004, Sergei Ivanovich Morozov was elected for the Head of the Ulyanovsk region Administration. He considers his priorities to be providing stable existence and sustainable development in all spheres of life in the region.


On March 20, 2006, Russian President Vladimir Putin submitted the candidature of Sergei Morozov to the deputies of the regional Legislative Assembly of the Ulyanovsk region for his empowerment for the Ulyanovsk region Governor. On March 28, the deputies approved Sergey Morozov for the post of the Ulyanovsk Region Governor.


On September 18, 2016, by popular vote, he was elected for the post of the Ulyanovsk Region Governor for the second time.


 Sergei Morozov is the Candidate of Economic Sciences (PhD in Economics). He defended his thesis on the topic “Forming a strategy for the socio-economic development of the region.”
